Communities for Clean Ports thanks you, the CleanPort Community, for making the following accomplishments possible:
Ports of Los Angeles and Long Beach Clean Truck Program
- Made "cleanest available" truck and 50/50 alternative fuel/clean diesel a top priority for the Coalition for Clean and Safe Ports and Green L.A.
- Invited to join the Coalition for Clean and Safe Ports Steering Committee to lead and direct the Coalition’s campaign.
- Turned out 200 people to the October joint ports hearing -- Focused their message on "cleanest available" trucks.
- Delivered Online Petition with 6,500 signatures.
- Meetings with Harbor Commissioners and key Port staff, Mayors and key staff, City Council, etc.
- Completed 10 outreach presentations to the public on the issue, including the League of Conservation Voters Field Team, San Pedro High School, and the California Labor Federation.
- Generated media coverage on strengthening Clean Trucks Program and mobilization.
Clean Air Action Plan
- Turned out 2000 people to the November ports hearing to strengthen and approve the CAAP.
- Worked with environmental and labor groups to raise concern over delays in the Clean Air Action Plan commitments – namely the Clean Trucks Program, San Pedro Bay Wide Standards and a Marine Fuels Tariff.
- Generated media coverage on concerns from environmental groups over delays.
California Air Resources Board (CARB) Shoreside Power Rule
- Unified environmental justice and environmental community around pushing for a level-playing field for all technologies.
- Persuaded CARB to adopt a fair rule with a uniform compliance time line regardless of technology.
- Mobilized 750 residents to send an email to CARB Chair Mary Nichols.
- Participated in lobby calls to Board members.
Port of Los Angeles TraPac Terminal Expansion Project and Environmental Impact Report (EIR)
- Pushed for stronger mitigation measures in the Final EIR, including cleanest available trucks, accelerated time lines for shore side power and low sulfur marine fuels, and cleanest available locomotive technologies.
- Supported efforts to appeal FEIR to the L.A. City Council – working with Natural Resources Defense Council (NRDC), Coalition for Clean Air (CCA) and others to lobby City Council members and negotiate mitigation measures.
Port Investment Bill – California Senate Bill 974 (Lowenthal)
- Petitioned Southern California legislators to support SB 974.
- Mobilized 1,000 residents to email Speaker Fabian Nunez to support SB 974
- Worked closely with Senator Lowenthal to move the bill forward in January and gain strong support from the Ports, CTC and the Governor’s office.
CARB AB32 Early Action Measures
- Organized 25 environmental/justice organizations to advocate for inclusion of 3 major port pollution reduction measures including shoreside power, heavy-duty trucks, and cargo-handling equipment.
- Delivered Online Petition with 5,000 signatures.
- Successfully influenced CARB to adopt shore side power as an early-action measure.
CARB Port Truck Rule
- Participated in lobby calls to Board members
- Pushed for “cleanest available” technology at Board hearing.
California Transportation Commission
- Worked with Sacramento advocates to place pressure on CTC to adopt air quality as a screening criteria in allocating Prop 1B funding to infrastructure projects.
- Built relationship with Secretary Bonner and staff to ensure that air quality is a priority.
- Delivered Online petition to CTC and Governor with 1,050 signatures.
Proposition 1B Bond Funding
- Worked closely with CARB staff to set funding priorities for the $1 billion air quality bond funding – allocating nearly half the dollars to replacing heavy-duty diesel trucks.
U.S. EPA
- Delivered online petition with 1,050 signatures demanding that EPA pass strong and aggressive regulations to help California clean its air after passage of State Implementation Plan and Southern California Air Quality Management Plan.
Organizational Achievements
- Perceived as "value-added" by other groups (online petitions, email blasts, direct mail, policy letters, strategies, lobbying, etc.)
- Reshaped groups' priorities regarding, and raised environmental bar for, Clean Trucks Program
- Database of 5,500 people -- and 85% have taken action (sign petition or send email)
- Created "Clean Air Brigade" -- our public volunteer base
- Media coverage in significant outlets (Cunningham Report, LA Times, Long Beach Press Telegram, Los Angeles Business Journal)
