Close to 40% of California’s greenhouse gas emissions come from transportation. California’s carbon footprint from goods movement sources come from: 10,000 port calls a year made from 2000 ships 15,000 interstate locomotives 100,000 statewide drayage trucks 4,300 cargo handling vehicles 40,000 refrigerated truck containers or transport refrigeration units (TRU) AB 32, the Global Warming Solutions Act, requires California to reduce its greenhouse gas (GHG) emissions to 1990 levels by 2020 -- roughly a 25% reduction—and equivalent to reducing C02 by 173 million metric tons (MMT). To achieve this staggering emissions reduction target, the California Air Resources Board (CARB) must adopt a comprehensive plan by the end of 2008 and complete the necessary rulemaking to put that plan into action by the end of 2011. AB32 EARLY ACTION MEASURESAB 32, The Global Warming Solutions Act, also mandated that immediate progress be made in reducing GHG emissions, and tasked CARB with adopting “Early Action Measures." By law, CARB must identify a list of Early Action Measures—the low hanging fruit which will immediately reduce California’s carbon footprint -- by July 1, 2007.
